My female dog is in heat and bleeding after being spayed 3 months ago, will the clinic "re-spay her" for free?

My year old female dog had been spayed 3 months ago, the past week or so, ive noticed my male dog being so much more attentive towards her and sniffing her "lady parts" uncontrollably, and it is swollen as when it was before she got spayed and went into her first heat, she has a bloody clearish discharge (everything that happened her first heat is happening now) When we got her spayed she was 2 weeks pregnant with 8 puppies so i dont know if that had anything to do with her now going into heat again....But i want to know if this is possible or if she might have another problem going on "downstairs"? and also if she truly is in heat again, if the clinic that spayed her, has to re-spay her for free? Thanks
